You will find the windshield wiper relay on a 1995 VW Jetta GLS under the hood. It is located in the fuse (relay) housing.

My wipers would only work on high. we replaced the signal lever which works the wipers too. i did get my mechanic to do it because it was'nt as easy as the parts store said it was. try replaceing the wiper pulse relay board under driver side dashboard

It's the 1st one marked as "1" in the main relay cluster, right above the fuses under the dash.


It's possible that it has something to do with the rear windshield wiper fluid dispenser. You don't describe it very well but that may be it.


Lift up the windshield wiper arm and use a flat screwdriver to push out the little tab on the wiper-to-motor link... remove the windshield wipers. There's several screws, some that you have to lift the hood to get at, some in the vents. There's a clip on either side of the cowl. It'll take some bending to get over the windshield wiper links.
