The turn signal and the hazard lights each have their own relay. Sounds like you have to replace both relays.

Do you mean "Fuel Pump Relay" If so, Haynes Repair Manual for Legacy & Forester 2000 thru 2006, shows you 2 nice pictures on page 4-2(taken from a similar question on this site).
If you will notice the hazard lights are not actually flashing, reason being, the hazard flasher relay is defective. Replace it.
Replace the flasher relay if the lights come on but do not flash.
