remove ashtray assembly, flasher is between ashtray and glovebox
The turn signal flasher is located behind the fuse panel on the 1995 Olds Ciera. You will probably need to remove the glove box to gain access to it. fuse block under dash
Try under the dash, just to the right of the steering column. GM started "hiding" them there in the 80s.

1995 Oldsmobile Cutlass Ciera turn signal flasher is behind the fuse panel. The 4-way flasher is to the right side of the glove box below the horn relay.
This is Terry Donovan and I have answered my own question. On the 96 Ciera the turn signal flasher is behind the fuse box. The fuse box is in the glove box. Remove the four screws and take out the fuse assembly. Look in to the left and WALAHH. The hazard flasher on this car is under the passenger dash all the way to the right. Take out the right dash speaker and you can reach it. You may have to remove the glove box for this one too.
Do you want the flasher or the turn signal fuse? The flasher is mounted on the left side of the steering column under the dash and the turn signal fuse in in the fuse panel. GoodluckJoe

Its usually located in the dash, right around the area of the ashtray. It is always hard to find, and is never in the same exact spot, just in the same general area.
The turn signal flasher is about to die. Buy a new one ... they are cheap, usually under $10
under the dash on the drivers area.
To find the turn signal flasher remove the ash tray and it's mounting bracket. It's located just above the ash tray and below the stereo. The 4 way flasher requires removing the glove box and is located on the back right side behind the glove box.
