This is Terry Donovan and I have answered my own question. On the 96 Ciera the turn signal flasher is behind the fuse box. The fuse box is in the glove box. Remove the four screws and take out the fuse assembly. Look in to the left and WALAHH. The hazard flasher on this car is under the passenger dash all the way to the right. Take out the right dash speaker and you can reach it. You may have to remove the glove box for this one too.

You should try checking behind the ashtray in the center of the dash. It is usually clipped to the right side of the ashtray frame that will come out with a few screws.

Do you want the flasher or the turn signal fuse? The flasher is mounted on the left side of the steering column under the dash and the turn signal fuse in in the fuse panel. GoodluckJoe
