I found out through a Chevy dealer mechanic that this year/make/model Chevy doesnot have a flasher in it. If the turn signal doesnot work it will be the turn signal switch in the steering wheel.

The cause for a turn signal flasher to keep clicking on a 1999 GMC Jimmy is a bad flasher unit. Replacing this with a new flasher unit should solve this problem.
The turn signal flasher on a 99 Bonneville is either behind or next to the fuse box. Remove the plastic panel mounted with 3 bolts left of the steering column to be able to see it.
Try changing the flasher. Turn it on and follow the sound.

Most likely it is the signal/hazard flasher. Where it is located is something I am looking for I recently replaced my turn signal/flasher on my 99 cougar. If you remove the lower part of the steering column and behind the turn signal you will see a black box type fuse. This is the flasher. Just unplug and plug in new flasher. 4 cylinder clld for a 3 prong flasher. I saved over $100 in not having to replace the whole turn signal stick or switch. Check this part first!!!!!!!!!!!!!!

A short would blow a fuse. I would check the flasher which is under the eash on the drivers side. The emergency flasher is different from the turn signal flasher.
It has 2 flasher relays.Turn signal flasher is located Right of steering column, mounted to bottom of instrument panel carrierHazard Flasher is located Left of steering column, mounted to bottom of instrument panel carrier
The turn signal switch is directly under the steering wheel. the flasher...(the device that makes the lights blink and is activated by the turn signal switch) is usually under the steering column between the column and pannel
It is next to the emerg. flasher in a 99 convt. Just remove 2 screws on bottom of column and it is under cover . Mike R
If you remove the lower half of the steering column it is behind the turn signal. It is a black box type fuse. Just unplug and plug in new fuse. Hope this helps :)
