There are many different places in srpg2, but Vinnie's bar is located on the third screen of the game. It is right next to the shop Steel and Hawk. You will see that there are two doors, one on the right and one on the left. The left one is to Steel and Hawk and the right one is to Vinnie's bar, but the bar only opens from evening to night.
