Your vote "counts" more in a mayoral election because cities have fewer residents than the states in which they reside, and turnout for such elections is low compared to gubernatorial and presidential elections; because of the way the Electoral College works, however, if your state is expected to be close in support for one presidential candidate or the other, while your governor or mayor is popular enough to easily be re-elected, your vote may count more in a marginal sense.

Guam is a territory of the United States and are under the jurisdiction of the President. At a more local level they have a Governor for the island and a mayor for each village.
In a weak mayor system the city council has more influence and in a strong mayor system the actual mayor has more.
In Peru, they have a tri-level government. They have a federal level that is headed by the president. Then they have a state level with has the equivalent of a governor. Then they have also have a local level that has a mayor (alcalde). Large cities like Lima also have districts that also have an alcalde. However, different than the states, the Alcalde of the cities have more relative power than the state level government.
Each state has its own rules. Normally (48 of 50 states), the governor serves for four years, but in New Hampshire and Vermont, it is only 2 years. For example, California elects governors every four years; they are elected the same year as the Presidential elections. But many states elect governors in the years when there is no Presidential election. There used to be more states with two-year terms but they have gradually changed to 4 years.
