It's on the front of the engine, look for the unit that the radiator hoses go to. It also has a belt with a pulley on the front of it.
It is located in the fuel tank.

The water pump on a 91 Ford F-150 6cyl 4.9l is changed by removing the engine accessories, disconnecting the radiator hose, and unbolting the pump. It can then be pulled from the engine and a new pump installed.
