Many years ago, human sewerage was dumped straight into the sea, a case of out of sight, out of mind. That was the mismanaged part. Nowadays, there are regulations that mean sewerage has to be treated and made safe before it can be to be dumped (deposited) into the sea. Inland, a sewage farm, collecting sewerage from outlying villages, farms, etc, sprays human sewerage onto filter beds, after the solids have been settled out. Bacteria and pumped in oxygen breaks down the liquid sewage until it is deemed safe enough to be release into the river system and then into the sea. The solids are composted and may be put on to the land as a fertilizer.
