I think you would have to do almost the same process as getting a passport. Try the P.O. for the correct paperwork. My guess is that there will be a fee, you'll have to do another photo and turn in the passport you now hold.

If you wish to apply for a foreign passport in the UK for example a French passport, then you will need to go to the French Embassy in London to apply.
