It you are talking about a plant it depends on whether you wish the fruit to ripen either for decorative purposes or for eating. If you do then leave the remains of the flower in situ. If you just want to dispose of the dead flower, just cut if off as this will often encourage more flower buds to grow. If you are talking about a flower in a vase, if there are more flowers on the stem cut off the dead one. If there was only one flower on the stem and the petals have fallen, remove the entire stem from the vase and dispose of it.
Let the foliage go brown entirely before cutting it down.
Ishmael and Queequeg cut off the head of the dead whale in "Moby Dick".
If its head is cut off, it is already dead.
To remove the stem off collard greens, you rinse or soak the greens in water. The you take one leave and a time and can do either one of two things. !) You can fold the leaf in half and with a knife cut down the fold to remove the stem. 2) You can lay the leaf flat and cut down one side of the stem to remove the leaf. Then strip the stem off the left over leaf.
Cut the spent flowers (deadhead) to keep the plant neat, promote growth (especially stem branching) and get a rebloom in the fall. Take care to nip off the spent flower, not the whole stem. If you look further along the stem, you will see tiny flower buds forming to take the place of the spent one, if given the chance. If a carnation goes to seed, it focuses its energy in developing the seeds instead of flowers. It is more efficient to multiply carnations asexually through cuttings or divisions, so there's no need to let the flowers go to seed.

no just simply cut off the dead limbs
The phrase "cut off" in the Bible refers to dead or killed. The expectation of the righteous is that God will preserve them and they shall never be dead eternally.
