Breeders tend to be the best places to buy pets from as long as they are responsible breeders that care for the animals. There are some bad ones out there. But a breeder should be able to provide you with a healthy and mostly if not fully tame pet.
It would be nice to get a rescue pet, but these animals generally require a lot more time then people think. As long as you are patient and able to put time and love into the animal, it will most likely be a very rewarding experience.
Pet stores are generally best if a) they breed their animals or b) they are a hole in the wall place. This is not true all of the time, but has been true in most cases. Large retail places just don't have the time or one-on-one experience with the animals like smaller stores or breeders would.
If the breeder is responsible then the animal from the shelter can be just as healthy as the breeder. But the shelter pet is usually very healthy. If the breeder is not responsible or is a horrible puppy mill the shelter pet is probably healthier.
I would say an animal shelter or Petsmart.
