Feralas might be a good start for the lower 30's characters. While Stranglethorn Vale does have a few quests available to early 30's they are a little high and the killing will be slow. Also, in Thousand Needles, in the lower part where the drags-strip is, there should be some quests there that will help early 30's level a bit. Keep in mind, some of em might have you traveling back and forth between continents.
