Down and tipped forward just enough to reduce the trip hazard at the very front of the blades. If the front of the blade is up enough to allow a toe to slip under it or the sole of a shoe to get caught on it you should tip the blade just enough to prevent that. Overall the forks should be as low to the ground as you can get them.
