If you're asking how to introduce them, here's how. Take them out and put them in a different cage. Keep them there for a few days, then put them in the old cage. make sure you have two food and water dishes-- one for each of them. Then, they will not get territorial and fight to the death. Or, you could just put a cage divider in until they get used to each other.
NO!!! Parakeets have fragile necks, and if you want to keep them in one place, get a traveling cage. It would be cruel to tether them. If you want them to stay, for instance, in your living room for a short time, put their food there.
We used to put a piece of celery top--the leafy part--in the cage for ours.

Well parakeets need to be out of their cage for t least an hour a day, you can have it out longer but if your bird is one that does not like to be messed with I would suggest letting it on top of the cage and carring it just occasionaly.
Unless the birds were raised together you will have a dead parakeet or parrolett. Parroletts are VERY VERY territorial and unless raised together the parrolett will try to chase off or kill your parakeet.
