You'll need to install a tee into the line by the fuel filter to check it, there is no shrader valve.
There is no shrader valve on these vehicles, the only way to check fuel pressure is to tee into the fuel line by the fuel filter.
Check for a blown fuse.
Check and fix the engine.
Check inside the center console.

Hook a fuel pressure gauge up to the shrader valve on the fuel rail.
On a 2000 Mercury Cougar : The brake fluid reservoir is also used as the clutch fluid reservoir
Either your gas tank is at or near empty , your oil pressure is too low , or your engine coolant temperature is too high
Check for the recall on that. I believe it is recalls.gov
Normally one would be able to purchase a used Mercury Cougar at any General Motors dealership. Of course, you could also check the classified section of your local newspaper.
