Most states never freed the slaves. The North started to ban slavery across all of the Northern states. The South never wanted to ban the slavery then. Thats one of the causes of the Civil war. When Abraham Lincoln become the president he, banned slavery. Some people didn't care about the law and still went with it, they soon went to jail.
