The OBD II Diagnostic Data Link is located on the drivers side directly under the fuse panel. It's there just hard to see.

I don't know if the 1991 Taurus fuse box is the same as the 1996 one, but the Ford web site has owner's manuals only back to 1996. Click the link to the manual below and check out page 302.
It's under the steering wheel just on the edge of the plastic panel.
