In the U.S. there are gunshops all over the place, but you can also buy pistols from other individuals. In most states, you can purchase a gun from any individual as long as you reasonably believe the pistol is legal and the person is legally selling in, but in a few states, you must process the transaction through a gun dealer.

I am not aware of any required state license for target shooting. states vary as to what is required to buy a pistol as well as age. check with your local police. they can tell you what is required to buy a pistol in your state.
I would say Vermont, but I'm not 100% sure. I know you don't need a permit to carry a concealed pistol, or to buy or own a pistol, rifle, or shotgun. Per federal law, you have to be 18 to buy a rifle, 21 to buy a pistol, and you have to pass a background check.
You can go and buy the pistol for $800, i think in thieves landing, gunstore.
Buy one of the books that has published serial numbers for that particular pistol.
