You can buy a 1993 Ford replacement climate control panel at most Ford dealerships. The climate control panel is also available at most auto-parts stores.
Pull the dash trip off gently from bottom to top, (just the dash trim by the climate control) and there will be 4 screws on the climate control module. Its best to buy a used 1996-1999 Mark VIII Climate Control module, since they have "Hard Buttons" on the climate controls. Pull out the old one, and replace with the new model. Newer model climate control modules are totally compatible w/the 1993-1996 models.

I am not an expert on the Ford products, however, I have experience designing climate control seats. I imagine that there is NO relay. The system is more than likely controlled by the more complex ECU (Electronic Control Unit). This unit may be attached to the seat (probably under the cushion pan) or car side. If it's car side I can't really help you. Either way, it is not likely a component you can buy of the shelf. If, for some reason, the CCS is controled by relay, it is probably tucked under the cushion pan. Hope this helps!

They are fully electronic. If you're sure it's the controls, you'll have to buy a new one from the dealer or a used one from an auto wrecker.
this is a comon problem in the 99, in this case you have to buy a new one.
well. odds are you either have a bad climate control cluster. you can go to any auto wrecker and buy then for about five bucks. I changed my cluster out for a digital climate control out of a 1992 fifth avenue, so I dont have to worry about that. anyway, the other problem you could have, is that you are out of freon. in other words, your air cvonditioning is not working. but if you have freon, then your cluster is bad.
You can't- You have to buy the whole cruise control buttons ( about 85 bucks from the dealer).
You don't replace the lights in the dash board climate control. It is a singular control module. Once the lights in it burn out, that's it. You either replace it for a few hundred bucks or just live with it. A quick and cost effective way to get light in that area is to buy a little 12 volt light that you plug into the cigarette lighter with a flexible neck.
Probably the control unit mounted underneath the relays by the firewall. Get a used one somewhere, but get a new blower (parts store item) to go with it. That might save you from having to buy an other controller.
