There are plenty of places that supply chemicals, though they may not sell directly to members of the public... If you live in the UK, anywhere near Milton Keynes then you could try Woburn Chemicals Ltd... (Google for their details).

no, not really, if you can its very dilute... its probably better to make it.

Make concentrated nitric acid ~95% by distilling a mixture of 2 parts nitrate salt and 1 part sulfuric acid.
