you need to germinate it with some moisture (don't drown it!) and plant it, however i do not recomend growing citrus trees from seed as in will take them several years to produce fruit and they will probably grow long thorns as well as be suseptable to soil disease. spend a few bucks and buy a tree :) i believe you can grow citrus in northern California but you can check it with a local nurcery
