It's technically legal, but in practice it's such a pain for pharmacists that you're unlikely to find one that actually sells it. The problem is that enough people want codeine that any pharmacy willing to dispense the stuff would have lines around the block of people wanting to buy it, and there's a fair amount of paperwork involved for the pharmacist... it's simpler for them just to say "No, we don't carry it", and dispense cough syrup with codeine only on a prescription basis, which dramatically reduces the number of people who are trying to buy it just to get high.
