To get a Nidoqueen, you'll have to evolve it from a Nidorina. You can get a Nidorina by using the PokéRadar at Route 221 or at Valor Lakefront with a Rarity of 2%. Theoratically, that means that one of the 50 Pokémon you battle is a Nidorina.
The second manner to get a Nidorina is to let it evolve from a Nidoran♀, which you can get by using a PokéRadar at Route 201, also with a Rarity of 2%.
