If you use dive outside Sootopolis, there will be seaweed patches where you will normally find clampearl. Just surf around there for a while. When I caught my first relicanth, I had tried searching for about an hour, and then gave up. When I came back I had caught all the regis, and I came across a relicanth almost immediately. I dont know if this is a coincidence or not, but what i do know is there is only 2% chance of finding one normally.
