There's tons of cheap food on Neopets that cost as little as 1 neopoint. The fish that are found in the underwater fishing hole usually sell for almost nothing. Simple things like cheese, sausage, jelly, and omelettes sell at really cheap prices, too.
Go to the SHOPS tab and click SHOP WIZARD and type in any of these to see the cheapest sellers.

If you have under 2,000 NP in your Shop Till and your inventory combined, then you can go to the Soup Kitchen to feed your Neopet for free.
Other ways to get free food are the Giant Omelette in Tyrannia, the Giant Jelly in Jelly World, the Kid Cuisine place in Neopia Central, and various other places.

Then, you can go the trading post and search in what your looking for. OR, you can just go to the spooky food store at the deserted fairground, and get your luck up there.
