You find him when you have beat the Pokemon league.You have to go to the weather instute near fortree town and talk to the man at the laptop on the top floor.Then you go to meteor falls but the weather has change and it does not look like meteor falls and groundon is there. I advise you to use a master ball that can be found at team aquas hideout.
