You cant and you dont need him anyways because his evolutionary form Magcargo can be found inside and outside of Mt.Stark.
You have to put a Swampert in the daycare with a ditto. When you get the egg, to hatch it faster, have a Pokemon with the ability flame body. Those Pokemon include: Slugma Magcargo Magby Magmar Magmortar
no --- That's Magcargo. Magcargos are average, but if you teach them a good move like Flamethrower you can go places. It will never be stronger than, say a Charizard or a Rapidash of the same level. The best use of Sludmas and Magcargos are keeping them in your party to decrease the hatching time of eggs. I am a strong believer that a Pokemon is as strong as the person who raises it. There are very few exceptions to that rule. Porygons, Magikarps, Paras, Krabbys and some other are not good unless evolved. So evolve those weak Pokemon to see some improvement. Good Luck!
