Disclaimer: I'm not familiar with the 5.3, but I am familiar with other GM small block engines. It should be at the bottom of the oil pan, right of the center line (as you face towards the front of the vehicle). It'll angle out at about a 45 degree angle towards the rear of the vehicle, and it'll look like a bolt head... a 15mm socket is what you should need to remove it.

The vacuum selector switch on a 1999 Chevy Tahoe is located under the dash. It is to the right of the gas pedal.
The 1996 Chevy Tahoe reverse wire is light blue. You can find the reverse wire inside of the steering column.
Look on the back side of the bumper find the socket turn it, remove the bulb replace it, reverse steps to reinstall it
