It's in the route with all the rain west of fortree. Just fish in every tile until you find it. It doesn't get simpler than that.
You can only find him/her on ROUTE 119. There are only 6/about 400 tiles you can find it in.(Tiles are the peices of area your character stands on.) The 6 tiles are changed randomly depending on the "trendy saying" in Dewford town. When you find a tile that has FEEBAS in it, you can use your OLD ROD as many times as you want to get tons of FEEBAS until the Dewford Town "Trendy saying changes. So if you find the FEEBAS tile.... DON'T CHANGE THE "TRENDY SAYING"!!!!!!!!!!

Yes, in Mt. Coronet. Fly to Celestic Town and go west into Mt. Coronet and then go north and you will see a lake. You need a Super Rod to find Feebas. So use the Super Rod on a random tile of water until you find 2 Pokémon. If neither are Feebas, then go to a different tile. Keep repeating this step until you find Feebas. Feebas is hard to find, but easy to catch. Feebas is only in 4 tiles of water and has a 50% chance to be found on those 4 tiles and changes every day.

Feebas is hard to find, but about as easy to catch as any other Pokemon. In the 3rd Generation (Ruby, Sapphire, Emerald, Firered, Leafgreen) Feebas can only be caught in 6 tiles of the water on route 119. The location of these tiles depends on the trendy phrase, when it changes, the tiles randomly change their location. In the 4th Generation (Diamond, Pearl, Platinum) Feebas can only be caught on 4 tiles inside Mt. cornet. For Platinum Feebas is in the foggy room of Mt. cornet and can be caught with any rod. For Pearl or Diamond a super rod is required. The location of the tiles changes everyday and it seems that people within the same trainer group will have the same 4 squares.
