You can get a lot of Rare Candies LEGITIMATELY by using the ability Pickup. However, there is only a 5% chance of getting a Rare Candy as opposed to some other item, so unless you have a lot of time to kill you should probably just hack the Rare Candies into your cartridge or train the Pokémon yourself.
