Teddiursa cannot be obtained with PokeMon Platinum by itself. You either need to trade for it, migrate it from another game, or do what some people call 'Dual-Slot Mode'. What Dual-Slot Mode is, is when you have another PokeMon game in GBA slot while you are playing your DS PokeMon game. In this case, you need to have PokeMon Emerald in your GBA slot. When you have done that, you have an 8% chance of encountering a Teddiursa in the following areas: Routes 211 and 217, Lake Acuity, and Acuity Lakefront.
