In order for you get Mewtwo in Pokemon Diamond you have to migrate it from either Pokemon Ruby, Sapphire, FireRed, LeafGreen or Emerald. If you have a friend that has one of those games and he/she has only one Mewtwo then you could tell your friend to put Mewtwo in an empty PC Box. Save the game and when it says don't turn off power, turn it off and on again. There will be 2 Mewtwos exactly the same, same moves, levels etc. Your friend now has 100 Mewtwos! Put the Gameboy game (Ruby, Sapphire, FireRed, LeafGreen or Emerald) in your DS and migrate. Transfer Mewtwo from the games via Pal Park (Route 221). Mewtwo will be wandering around in grass areas inside the Pal Park.

There is a Tokyo Mew Mew game for PC, but it is in Japanese ;)
If I'm not mistaken, there's a special window where you can put Pokemon into the PC and take others out. If I am mistaken, I'm probably thinking of Pokemon indigo...

You need to have Pokemon Emerald to do this. In Emerald, you have to go to a Nintendo Event, get the Old Sea Chart, and go to Faraway Island where you can catch Mew at Level 30. Luckily, in Emerald, there's a cloning glitch that can get you a second Mew. To do this glitch, you have to go to the Battle Tower at the Battle Frontier. Follow these steps carefully and exactly (and note that this glitch only works in Emerald, and not in Ruby or Sapphire): 1. Enter the Battle Tower and go to the PC in the northeastern corner.2. Deposit your Mew in Box 9 of the PC. And make sure Box 9 is empty when you put drop your Mew in it. Exit the PC.3. Save the game. Do not move away from the PC before saving.4. Withdraw your Mew right after saving. Exit the PC.5. Go to the registration lady on the far right (the Link Multi Battle Room Registration, I think). Start setting up a challenge.6. Select an Open Level challenge. When the lady asks you to select two Pokemon for the challenge, don't select Mew as one of the challenging Pokemon or the glitch won't work (in fact, I don't think Mew is even compatible, so you don't have to worry about accidentally selecting it).7. You'll notice there's a pause right before the lady says she's going to save the game. Shut the game off at this time.8. Turn the game back on and you'll be in front of the registration lady. If you look in your party, your Mew should be there. Now go to the PC and check Box 9. A copy of your Mew should be in that Box. You have two Mew! Trade the two Mew to Pokemon Sapphire. Another alternative is, in Sapphire, you can use an action replay to get two Mew.
First, you go to Pokemon Centre( any of them). Then go to PC or something. After that, go to Move Pokemon and find Pokemon that you don't want. If you want to release Pokemon, then click Pokemon and click release. WARNING! If you release that Pokemon, you will never be able to get that Pokemon that you release.
Well, if I had the game, I would tell you. But I have Platinum, so it should be similar. You probably have to use a PC box, like Platinum. Look it up, but WAIT! You need Action Replay, Use Guru Cheats or something. My best guest is to use the PC boxes.
