Mandevilla is a evergreen climber native to Brazil. Unless you have a greenhouse, overwinter mandevilla in a semidormant state with reduced light and cooler temperatures as found in a normal basement. Water sparingly, because semidormant plants will rot if kept too wet. Under these conditions all foliage will be lost. As spring approaches, prune the plant and slowly resume normal watering. When new growth begins, move the plant into a high-light site. Move it outdoors about May 15.
You should prune the top growth on the 4th of July to have thick and full chrysanthemums in the fall.

while there is alot to be said about this here are a few pointers:timing- unlike what most people think the best time to prune is early spring or after the fruit has been picked and not in winter. if you prune in winter you get the highest mortality rate.in the long run you want a short tree with sideways branches and lots of light. a bushy plant with no light will produce growth but no flowers, if you let it grow very tall it would be difficult to pick the fruit.you can tie down branches growing upwards (which will produce little fruit) and force them to grow sideways thus gaining fruit at the expence of growth.

Perhaps this plant is actually a Dipladenia, not a Mandevilla. The former is a basket plant, not a climber.
It might be better to check watering or try a feed to promote growth.
