It's a class 1 badge, so it's the same as the EIB, CIB, EFMB, and CFMB. So, that's 1/4" above ribbons or if he has wings, it's a 1/2" above those. If he has room on the pocket, the wings go there first. that should give you enough room for the CAB to fit below the lapel. But, if he has so many medals that it's still covered, you can align the ribbons to the wearers left (like a staircase) and fit the CAB on top, under the epepauletjust make sure the side of the CAB is aligned with the side of the ribbons. see this guy's picture:

Class A is an unofficial name for the BSA uniform. The Class B would be what ever the troop chooses as it's out of uniform dress code such as a troop Tee shirt and jeans.

The BSA states: The hand-to-forehead salute is correct for flag ceremonies for any person wearing a uniform of the Boy Scouts of America. This includes those wearing the blue blazer dress uniform. The hand-over-heart salute should be used when not in uniform. Many units have an activity uniform consisting of a t-shirt.
