The best spot to train a combat skill would be at Baxtorian Falls, on Fire Giants. It is located somewhere near Tree Gnome Stronghold, you can get there from Ardougne or Seers ( 25 Agility needed - Log Balance ). Baxtorian Falls is a very-Popular training spot, changing to empty world is advised but not recommended in most cases.
