Yes, and we were able to do the same with the BDU/DCU uniforms (once the CAB came into existence). The CAB is a Category 1 badge, whereas the CMB is a Category 2 badge.
There are some waterproofed BDU out there but the standard that you would get from a surplus are not. However, I have spent 7 hours in approx. 3 feet of snow in a rain storm wearing nothing but long underwear, BDU, and what I would wear on a normal day and i was just fine.

The sniper in a hide moves very little, and generates little body heat. In a temperate climate, 2 sets of BDUs may not be too much of a heat load on the wearer, but in hot climates, it may become unbearable.

if you look closely at the summer bdu's you'll see small square-like patterns. the summer bdu's are lighter and breath more than the winter bdu's
