Luke was born as a Greek in Antioch. According to a document from the early 2nd Century (ie around 30-40 years after Luke wrote his gospel) this is what was written about him:- Luke was a native of Antioch, by profession a physician. He had become a disciple of the apostles and later followed Paul until his [Paul's] martyrdom. Having served the Lord continuously, unmarried and without children, filled with the Holy Spirit he died at the age of 84 years

The Bible is silent on Luke's background. He is writing to a Greek person, so many assume he lived and was trained in Greece. But he was a physician and may have worked for Theophilus as he did as Paul's physician.

A good guess would have Luke as part of the diaspora since he is familiar with the priest rotations (Luke 1:1-5), was very close to Mary (Luke 2:19,51) - Jesus' mother - and wrote about 28% of the New Testament in his gospel and Acts and Paul reminds us that the 'oracles of God' came through the Jews (see Romans 3:1-2).

All that we know is that he was probably born very early in the first century AD.
