Rome had control of Italy before it clashed with Cartage in Sicily, previously its ally.
Carthage was modern day Tunisia and it competed with Rome because Rome invaded Sicily and there was a treaty between the Romans and Carthaginians to not attack the Greek colonies on Sicily.
Cartage was almost directly south from Rome, but it was slightly to the West so something like South-South-West would be quite correctly.
