The New Testament of The Bible gives the necessary insight for this question. Jesus who is the son of God, not God himself, was the one crucified by Pilate in the town of Jerusalem. "The king of the Jews" was to drag his cross across town for all to see and was then nailed to it with two other criminals. Reading the Jesus's Apostles' accounts in the new testament will help people understand what led up to Jesus's crucifixion as well as what happens after his resurrection. Its a great read.
Jesus submitted Himself to the cross. So essentially, God did. He allowed Himself to be put on the cross via Roman soldier's under Pontius Pilate, but ultimately it was his own will and decision.
In the garden, before Jesus is arrested he prays:
"And going a little farther he fell on his face and prayed, saying ' My Father, if it be possible, let this cup pass from me; nevertheless, not as I will, but as you will.'"

And in the Old Testament, the prophesy in the Suffering Servant passage:
"Yet it was the will of the Lord to crush him; he has put him to grief; when his soul makes an offering for sin, he shall see his offspring; he shall prolong his days; the will of the Lord shall prosper in his hand. Out of of the anguish of his soul he shall see and be satisfied; by his knowledge shall the righteous one, my servant, make many to be accounted righteous, and he shall bear their iniquities...because he has poured out his soul to death and was numbered with the transgressors; yet he bore the sin of many, and makes intercession for the transgressors."

Jesus Christ is the only one that can forgive sins. Because Jesus Christ is God in the flesh, he was able to die in our place on the cross. We should have been the one to pay for our sins, but Jesus did it. He said it is finished. He can forgive our sins if we repent of our sins and put our faith in the work that Jesus completed on the cross.
Jesus said this because those who had put Him to death did not realize they were murdering God's own Son.
