The simplest answer is for convenience. Prior to the tea bag, tea was steeped using loose tea leaves. After the allotted steep time, a strainer was placed over the cup to strain out the loose tea leaves from flowing into the teacup. And remember, tea was expensive and no one wanted to waste tea, so an accurate amount of tea leaves was measured out to ensure the best and proper 'cuppa', would be brewed and enjoyed.

So one could say tea bags came about for convenience and accuracy sake.

I think it was in the US on the Frontier. A tea salesman transporting his tea around the Old Wild West got the idea to put his tea in a cloth pouch for transportation. I think this practise started the tea bag.

Nobody knows exactly who invented or when teabags were invented, because they are, believe it or not, over a thousand years old.

The first known teabags were hand-sewn from silk in Asia in the Ancient times.

A small "bag" would be sewn from silk, then you would put the tea leaves in the bag and sew up the hole.

Modern patents for teabags started to appear in 1903. Soon enough in 1904, teabags were successfully produced by a tea and coffee merchant, Thomas Sullivan, from New York, which lead to a global bloom in teabags.

Today, the popular tea brands still use the same silk technique that the Asians used all that time ago. While cheaper tea sits in bags made from paper fibre.

Tea bags were invented quite by accident in 1904 when Thomas Sullivan, an enterprising merchant, wrapped samples of tea leaves in silk bags and sent them to prospective customers, some of whom dipped the bags directly into boiling water.
