The prophetic term, "Beast," is first encountered in the dream Daniel had in his 7th chapter. His dream was of "four beasts"... which the account and history reveal to be the "four major world-ruling empires"; Babylon, Persia, Greece and Rome. The combined government systems by which the world is still ruled today.
The first three "beasts" Daniel sees are "a lion, a bear, and a leopard"... representing Babylon, Persia and Greece, respectively, in order of their rule in the world.
The fourth "beast," Rome, resembled no known creature in nature, like the first three. Rome is revealed to be perverse, terrible and unnatural.
"...there before me was a fourth beast -- terrifying and frightening and very powerful. It had large iron teeth; it crushed and devoured its victims and trampled underfoot whatever was left. It was different from all the former beasts..." (Dan.7:7 NIV).
Daniel was at a loss to describe the fourth beast as resembling any creature on earth.
The "Beast," therefore, is a term God uses for "man's government."
"These great beasts, which are four, are four kings [or kingdoms], which shall rise out of the earth." (Dan.7:17)
The "beasts"... man's governments... "rise out of the earth" -- out of the SEA OF HUMANITY!"
The prophesied, coming "end time" Beast is merely a perverse end time continuation of "man's governments" that will be patterned after the combined systems of the ancient ones.
"...And I saw a Beast coming out of the sea... The Beast I saw resembled a leopard, but had feet like those of a bear and a mouth like that of a lion...
[the end time Beast will possess traits and characteristics, customs and traditions of the empires that have gone before. The customs, traditions, holidays, etc, that the world has been observing for centuries].
"The Dragon [Satan - Rev.12:9] gave the Beast his powerand his throne and great authority." (Rev.13:1-2 NIV)
The Bible reveals that Satan "owns man [since the Garden of Eden] and his governments":
"...the Devil took Him [Jesus] to a very high mountain and showed Him all the kingdoms of the world and their splendor. 'All this will I give you,' he said, 'if you will bow down and worship me." (Matt.4:8-9 NIV)
The governments of man [the world's beasts] emerge from the multitudes of the nations in the world. From among the people of the world. As previously stated; from the "sea" of humanity.
"Then the angel said to me, 'The waters you saw [the sea from which the Beast rose], where the prostitute sits, are peoples, multitudes, nations and languages." (Rev.17:15 NIV)
That's from whence the final resurrection of the "fourth terrible Beast" [the Holy Roman Empire] will come.
The "sea of humanity" is being conditioned for it, now. The nations of the world are touting "one-world government" [global governance] at the behest of their governments, more and more, as the world economy, the nations, their cities, and society as we know it continue to dissolve.
It's visible to anyone with the eyes to see. Even the once "United" States of America is being destroyed from within by its perverse leaders, who also promote "global governance." Even America [if it continues as a nation at all] will be forced to fall in line with the other nations when the gossamer bubble of the global economy finally bursts.
The "Beast" [the world's final satanic government of men] is on the horizon. It will rise from among the people of the world... and they will welcome it as their savior... when the world as they now know it suddenly ceases to exist.
"...The whole world was astonished and followed the Beast. Men worshiped the Dragon because he had given authority to the Beast, and they also worshiped the Beast and asked, 'Who is like the Beast? Who can make war against him?" (Rev.13:3-4 NIV)
"All inhabitants of the earth will worship the Beast -- all whose names have not been written in the Book of Life belonging to the Lamb that was slain from the creation of the world. He who has an ear, let him hear." (verses 8-9)
"...This calls for patient endurance and faithfulness on the part of the saints." (verse 10)
