because usually terrorists attack where many people are,
such as when japan was attacked, Toyko was attacked. (A Big city in japan)
Or it may be in Los Angelous, California or Las Vegas.
Terrorists like to attack in large population cities like New York
and of course they would only attack something very valuable to the u.s. or other countries they want to send their message out to
so maybe France and UK
