There is no headlight relay in a 95 Pathy. If only one light is on despite new lamp, and the FUSES under the hood on passenger side (15 amp) are not blown; it is the headlight switch. the switch out of should take about 20 minutes, and the switch is about 40 bucks at autozone. just need to take the steering column plastics off and it is two screws, unplug and plug. reverse removal of steering column plastics, all done.

The relay is located under the hood in the relay bank on the drivers side of the engine. FYI the relay is the same as a headlight relay...which is cheaper than a fuel pump relay.
