Suicune doesn't flee, but for Entei and Raikou just have a Pokemon with high speed go into battle and use scary face.

you must then go past the bridge in cerulian city to the end there you will find suicune it will not flee and it is level:40
unfortunatly, yes. i tried using a dugtrio because it has the special arena trap ability and entei stayed and fought.
If you flee from one of the Regis in Pokemon Ruby it will disappear from the game. This is the same for all Legendary Pokemon in all Pokemon games. The Roaming Legendary Pokemon are an exception as they can flee from battle without disappearing.

you can't permanately get entei to stop fleeing, but you can use mean look(crobat and golbat and jynx can learn it),fight entei with a Pokemon that has shadow tag(wynaut and wobbufet)or fight entei with a Pokemon with arena trap (diglett and dugtrio,but has to be from diglett's cave,which is in kanto)
you can flee from any pokemon, but most of the time if ur opponents monster is stronger than ur own u cant flee.
If you're playing Platinum, then yes, Zapdos will flee, but in other Pokemon games, no. Zapdos is generally a stationary legendary Pokemon, so it won't flee after you attack and you can stay in battle as long as necessary.
