Shoal salts are (in fact) found in Shoal Cave, but you have to wait for a low tide. This is where the clock feature kicks in. You have to go in between a certain time block (don't ask; If I knew what it was, I would post it, huh?) and instead of the water being pretty high up, you can explore downwards. The shoal salts are located in little off-colored mounds of dirt. They ARE there, just have to look properly. This is also an opprotune moment to catch snorunt (Only hint to get it: YOU NEED STRENGTH).
