photoshop 7 is no longer made, sold or supported by adobe so legal downloads arent available - which is a shame because in my opinion its the best version - it may lack a few nice features of the CS versions (like the new correct camera distortion filter and selection tools) but its small, fast and extremely stable and its easier to learn because of the strange unnatural changes in the user interface and poorly rearranged menus of the CS versions - you can occasionally find good deals on used and new unopened photoshop 7 on the net or otherplaces so look around
