It is one game that comes on the demo disk when and if you buy the PS3 move starter pack, The demo disk comes with 9 games. Also to play the bow and arrow game you need 2 PS3 move controllers.
Or you could just use one. I've played it with just one. It asks you if you have two controllers or just one
