There are many verses speaking of God's mercy to spare a remnant of many different peoples like Aram and Edom. But primarily it speaks of Israel and/or Judah. Isiah brought hope and comfort to the people of Judah. He told them that in his mercy God would spare a remnant of the people. A remnant is a small peice left over something larger. This remnenet , or small group of God's people, would survive and live just and holy lives as God's faithful community.
