Nigeria is a country in Africa and therefore part of both the African and African-American cultures (since it is likely that some African-Americans draw heritage from Nigeria, and many Africans actually live there.)
African-Americans are US citizens whose ancestors are (usually) from the continent of Africa. Africans who live in an African country would be referred to by their country of citizenship (e.g., Namibians, Kenyans) and would not be called African-Americans. An African-American visiting Africa would simply be thought of as an "American" or "US citizen" to the local population.

American leaders of the 1780s feared that Spain would become a presence in the country. They worried that some Southwestern settlers might want to be affiliated with the European country.

No one country was allied with Africa in WW2. During WWII, most African territories that were under European colonial rule. The countries with the largest presence in Africa at this time were Britain, France, Belgium, and Portugal. Many Africans were used to fight for the colonial country in WWII against the Axis powers.
